Online casinos are legal and regulated in the Dominican Republic under a comprehensive framework overseen by the Dirección de Casinos y Juegos de Azar (DCJA), which operates under the Ministry of Finance (1). The country initially regulated online gambling in 2006, with the first license issued in 2011 to Amaya Gaming, though the regulatory framework remained largely theoretical until recent developments. The Dominican Republic has established itself as a jurisdiction that embraces gambling as an integral component of its tourism industry, with both tourists and locals permitted to participate in various forms of gambling activities.
In March 2024, the Dominican Republic significantly strengthened its online gambling regulatory framework by signing Resolution 136-2024 into law, creating a more comprehensive regime for online casino and sports betting operations. This 36-page resolution, signed by Minister of Finance José Manuel Vicente, establishes detailed requirements, administrative fees, and minimum criteria that operators must comply with to obtain licenses (2). The new framework includes three types of licenses: online casino licenses priced at $346,000, sports betting licenses at $260,000, and a third category for "other online applications" at $173,000, with each license valid for five years and non-transferable during the first three years.
"Resolution 136-2024 regulates the authorization to operate the online modality of games of chance and sports betting and such regulation will be supervised by the Directorate of Casinos and Games of Chance" (2).
The regulatory process culminated after a diligent review that began on February 28, 2024, when the Casino Commission issued official letter DM-051-2024 to the Minister of Finance, recommending the establishment of "a new regulated sector of Internet gaming and gambling in the country" (2). Under the new regulations, operators must demonstrate compliance with responsible gambling programs, including mandatory self-exclusion processes and measures to encourage responsible gaming such as session time displays and betting limits. Foreign operators are required to register with the country's Commercial Register and maintain servers within Dominican territory, while all operators must use a .do domain extension and comply with anti-money laundering requirements.
